Disclaimer - I am not a lawyer.
A website owner could choose a BOTW category sponsorship, which is a free trial for 60 days. So, in effect, there is "no purchase necessary" which does not make it a "lottery".

And one point of clarification. You can't "buy a link from BOTW". What you can do is pay for a review for possible inclusion into the BOTW directory. Paying for the review does NOT guarantee inclusion. If your site meets our editorial guidelines, you will be included in the most relevant category amongst other high quality resources. If it doesn't meet our guidelines, you will not be listed.
It's NOT a pay for listing - it's a pay for review.

This is illegal, you're offering a lottery based game of chance to one lucky person. You can be sued in court because their is no skill required, and you offer your services for a fee to be entered. This does not qualify as a contest or as a sweepstakes. You might want to rethink this.
