From the contextual link FAQ it looks like the blog owners are supposed to make a best effort to keep it up for the life of their blog. And the directory says it's a one time fee.

*DAVID - not true. If you use a system likes ours- LinkXL.com, then you are utilizing a automated system that safely posts links in content of the publisher websites or Blogs. No footprint.

If you don't provide a footprint to see, and there is no way for a human to see that a link is paid then the G cannot penalize your site, or the publisher website for passing juice.

Getting an anchored link in an actual post on a blog is much better than directories or even trading links in a sidebar. It would be worth it if you're serious about getting quality or your site.
