The 7 in de upper right is the symbol of Pro Sieben, a German TV station. I know I've seen this clip there, but I don't remember what show it was in. I guess Nxplorer is right.

I've remembered now! The guy in the middle is called Lee Mack and it was from a series called "The Sketch Show".
